Homeland Security: Combating Nuclear Smuggling

Since the attacks of September 11, 2001, combating terrorism has been one of the nation's highest priorities. As part of that effort, preventing nuclear and radioactive material from being smuggled into the United States -- perhaps to be used by terrorists in a nuclear weapon or in a radiological dispersal device (a "dirty bomb") -- has become a key national security objective.

On April 15, 2005, the president directed the establishment, within the Department of Homeland Security, of the Domestic Nuclear Detection Office (DNDO), whose duties include acquiring and supporting the deployment of radiation detection equipment.

In October 2006, Congress enacted the SAFE Port Act, which made DNDO responsible for the development, testing, acquisition and deployment of a system to detect radiation at US ports of entry. An important component of this system is the deployment of radiation portal monitors, large stationary detectors through which cargo containers and trucks pass as they enter the United States.

High Ranking Pentagon Official Charged with Espionage

The National Association of Chiefs of Police obtained the following information from the Federal Bureau of Investigation's liaison office. 

A Defense Department official has been charged with conspiracy to communicate classified information to an agent of a foreign government, according to a report obtained from the Federal Bureau of Investigation.

A criminal complaint unsealed Wednesday in the Eastern District of Virginia alleges that, from approximately November 2004 to February 11, 2008, James Wilbur Fondren, Jr., while serving as an employee of the Defense Department, unlawfully and knowingly conspired with others to communicate classified information to another person who he had reason to believe was an agent or representative of a foreign government.

Congressman: Release CIA Briefing Notes Now

U.S. Rep Pete Hoekstra (R-MI), the top Republican on the House Intelligence Committee, yesterday released a letter to Director of National Intelligence Dennis Blair and CIA Director Leon Panetta requesting that the CIA’s Memoranda for the Record on the enhanced interrogation program be reviewed for declassification and publicly released.

Obama and Congress to create US emergency centers or prison camps?

In an effort to avoid another Hurricane Katrina fiasco or to prepare for a national emergency, President Barack Obama is looking at the possibility of using military troops during a catastrophic and preparing emergency camps for Americans escaping a man-made or natural disaster.

Disgraced former Florida judge -- now a Democrat Party member of the House of Representatives -- Rep. Alcee Hastings introduced what some claim is a disturbing piece of legislation. The new bill calls for the Secretary of Homeland Security Janet Napolitano to build at least six facilities that can be designated as "emergency centers."  Hastings rationale for such facilities is to gather and "house" civilians on what are basically detention centers guarded by armed soldiers or paramilitary troops.

Will Obama Release Terrorists into the United States?

House Republicans on Thursday introduced a bill that would block the transfer or release into the United States of any Gitmo detainees. Earlier that morning, GOP stalwarts held a press conference to present their proposal on how to best deal with the closing of the terrorist/enemy combatants detention center built at the US Marine base on Cuba's Guantanamo Bay.

Sen. Patrick "Leaky" Leahy to Investigate Top Secret Interrogations (?)

Senate Judiciary Chairman Patrick Leahy last Wednesday warned Senate Republicans that if they do not back an independent commission to investigate George W. Bush Administration’s detainee interrogation program, he will launch his own committee investigation.

“If we can’t get a bipartisan commission to do this then we’ll do it in the usual way,” said Leahy, who is affectionately known in Washington as "Leaky" Leahy because of his propensity for leaking secret information to the news media.

Obama CIA Director Panetta Revamping Strategy

Former Clinton Administration minion now the Obama Administration's Director of Central Intelligence Leon Panetta on Thursday told his personnel that private contractors will no longer be permitted to interrogate captured terrorists.
 

Panetta had notified the Senate and House intelligence committees in an email that private contractors would no longer question "captured terrorists."

Obama Imitates Clinton with Major Defense Budget Cuts

 
Mirroring President Bill Clinton's reduction in defense spending that some critics claim led to the terrorist attacks against the US and its interests, President Barack Obama is planning his own set of defense cuts with the blessings of his Secretary of Defense and Chairman of the Joint Chiefs of Staff.

Counterintelligence in an Uncertain World

The counterintelligence function involves protecting the country, as well as intelligence agencies, from the activities of foreign intelligence services. The Federal Bureau of Investigation has principal responsibility for countering the activities of foreign intelligence services within the United States in order to protect both classified US Government information and proprietary information held by US industry.

The CIA is responsible for coordinating US counterintelligence activities abroad. Each of the military departments also has a counterintelligence element that operates domestically and overseas.

President Obama's Afghan-Pakistan Counterterrorism Strategy

President Barack Obama today released his administration's Afghanistan-Pakistan policy review, calling for increased aid to both countries and a need for more civilian and international support. The report was a result of input from a number of sources including law enforcement groups such as the American Federation of Police and the National Association of Chiefs of Police.
 
As in Iraq, there are a number of law enforcement experts in Afghanistan proving ongoing training to Afghan police and security personnel.
 
"The plan unveiled today is an evolution of the existing strategy that puts more emphasis on civil reconstruction and training," said U.S. Rep Pete Hoekstra of Michigan, the top Republican on the House Intelligence Committee.

US Prepares to Target and Combat Mexican Drug Cartels

Yesterday the US Department of Justice outlined the increased efforts and reallocation of federal law enforcement personnel to combat Mexican drug cartels in the United States and to help Mexican law enforcement battle cartels in their own country.

Reports obtained by the National Association of Chiefs of Police reveal that a crisis condition exists at the US-Mexico border, with a death toll exceeding 6,000 people and that Mexican criminals possess massive firepower equal to -- or surpassing -- that of the Mexican military.

Spies v. cops: avoiding intelligence community-law enforcement disputes


Historically, intelligence and law enforcement agencies have operated largely in separate spheres. Law enforcement agencies were concerned with criminal activity inside the United States, while intelligence agencies concentrated on the plans and capabilities of foreign governments.
